The “Kelajakka qadam” programme — new opportunities for young people and graduates

To support young people and graduates of higher education institutions, financial assistance and concessional loans are offered across several strands of the “Kelajakka qadam” programme.

The programme opens up wide opportunities for young people who plan to start their own business, learn a trade, upgrade their qualifications, or study and gain experience abroad.

Who it is for: Self-employed graduates and young people taking their first step into business

Biznes start

Who it is for: Graduates and young people with the necessary business skills who intend to start an independent business as a registered entrepreneur

Up to 300 million UZS
Loan term
Up to 5 years (up to 36 months for working capital)
Grace period
Up to 1 year (up to 6 months for working capital)
Interest rate
Central Bank base rate +1%

Requirements

  • The borrower must be the director or a founder
  • Collateral is required (up to 100 million UZS — on the basis of an insurance policy)
  • No adverse credit history
  • No overdue debt

Biznes progress

Who it is for: Students and young people who have started an independent business as a registered entrepreneur and aim to expand it

Loan amount
Up to 2 billion UZS
Loan term
Up to 7 years (up to 36 months for working capital)
Grace period
Up to 2 years (up to 6 months for working capital)
Interest rate
Central Bank base rate +1%

Requirements

  • The borrower must be the director or a founder
  • Collateral is required
  • At least 2 jobs must be created
  • No adverse credit history
  • No overdue debt

Talaba invest

Who it is for: Businesses employing students and young people under the age of 31

Loan amount
Up to 10 billion UZS
Loan term
Up to 7 years (up to 36 months for working capital)
Grace period
Up to 2 years (up to 6 months for working capital)
Interest rate
Central Bank base rate +1%

Requirements

  • At least 1 graduate must be hired for every billion UZS borrowed; if the condition is not met the rate switches to the commercial rate
  • Collateral is required
  • No adverse credit history
  • No overdue debt

Mening birinchi kasbim

This strand is not a loan: it organises and funds professional training for graduates of higher education institutions.

  • Graduates compete for a monthly stipend of up to 5 BCU (basic calculation units) for the duration of the training
  • Up to 50 BCU is allocated for short courses at foreign universities and companies
  • The cost of preparing a business plan is reimbursed
  • Following the “Talaba Expo 2026” career fairs, graduates and young people are helped into employment
