The Centre for Open Education in Russian and Russian Language Teaching of the Herzen State Pedagogical University of Russia was set up as part of the Russian Ministry of Education’s large-scale work to promote the Russian language and culture abroad.

In 2023 Herzen University is developing educational sites in the Lao People’s Democratic Republic, the Socialist Republic of Vietnam and the Republic of Uzbekistan. The Centres’ work involves bringing citizens of Uzbekistan — adults and children — into free Russian-language tuition, and drawing everyone interested into the cultural, educational and methodological events they run.
Within the Herzen University Centre for Open Education based at Kokand University, Russian-language courses are prepared for everyone who wishes to join, covering different levels of proficiency and different interests, and teaching materials in Russian are provided. The Centre is intended to become a link for course participants who wish to continue their education in Russia. In April 2023 Kokand University and Herzen University signed a memorandum of cooperation and an agreement on opening the Centre for Open Education.
